i would think the current reports on the health and absence of Paul Biya may be distracting the political based processes in Cameroon. The CAY team have had to continually negotiate within a very difficult (and at times simply incompetent) political and bureaucratic space. So maybe their silence is necessary atm. My comments are in no way meant to be a defense of CAY management but getting this project finally over the line seems to be happening in a somewhat increasingly difficult environment.
