In ant case, that's a terrible development, because if this current 'strategic investor' investment falls over (assuming that's what's behind this delay), and considering the length of this current TH, the chances of them collecting the informal commitements received by that broker is close to zero (i.e., why would anyone want to participate in this raise unless they had already committed to doing so).
