As I read the various doc's, This Cap Raise was noted and indicated back in 2020 (3 years ago). With that level of prediction and planning I would (while agreeing it is a Cap Raise) see it as part of the mid/longer term Cash Flow budgeting. It is not a surprise but some people seem to think it is.
