They could do what you suggest but the dividends would not be franked as they don't expect to pay tax until around February 2023.
The dividend will be declared after this financial year ends, the end of July 2023.
The dividend paid will be 20-30% of whatever the free cashflow is, as of the above date. They stated the 20-30% figure is appropriate considering the stage they are at, and this makes sense as maiden dividends are usually low compared to what they could be. They also hinted that the 20-30% is the window of where they expect franking credits to be, e.g. if 22% of the free cash flow has had tax paid on it the dividend will be 22% of available cashflow, if it is 27% then it would be 27% and so on, that way the dividend paid will come with a 100% franking rate, IMO anyway.

From there the regime of interim and final dividends should start, e.g. they should declare an interim dividend in January 2024 based on the half yearly results then a final dividend after the end of the financial year.
It will be interesting to see if these dividends are still based on th2 20-30% or if they increase it to 50-80% which is what I would expect.

This is just my take on it, also need to be aware that a lot can change between now and the end of the financial year.
