There are numerous Countries that are currently dependent on Oil, the USA, Saudi and Russia to name three and if you are looking for instability then Iran, Venezuela and Nigeria would all be more at risk than Angola. I think you will find people are more worried about Covid and where their next toilet roll is coming from than to worry about a temporary drop in Oil revenues.
