I think it will be more of a standard share purchase plan: ability for existing shareholders to purchase up to A$15,000 in stock, with scaleback if FLC receive more funds than they want.
Otherwise they would've said it will be a rights issue, such as the 5-1 or 10-1 offer that you mention.
