That is the key indication. No placement announcement last Friday implies that they didn't receive enough (any?) bids and commitment letters on the Thursday, and they are now scrambling around trying to fill the gap.
The rest of the dates on that timetable will now slide out further until they sort that out. They can't call an EGM to approve the placement until they have a placement in place to approve.
