    'twas a strange time to drop a CR just two days before Xmas. Not sure what the thinking behind that decision was? I would have taken part myself but missed the opportunity as I was already on hols.

    Given that, for whatever reason, the CR dropped at the start of the silly season it's not surprising that the required documentation for SPP was not ready to release this morning.
