I think that there will be a proportion of smaller holders who simply can not spare the cash or only commit to a smaller amount.
As you said the larger holders may not even bother as an extra $5,000 at a few cents discount may not have a significant effect on their overall holdings.
To me, it is commit as much $'s as you can and leave it towards the end of the offer period.
You can pay via Bill Pay and (without checking the exact dates) I would expect that Bill Pay the week before should only tie up funds for maybe 2 weeks before the shares/part refunds (if over subscribed) are issued/returned.
