I think you will find the 2% is in relation to the SPP. The last one of these was a bit of a dud as the share price dropped below the SPP price so it was not logical to take it up.
In this case they have added a condition that the SPP can be related to the current share price at the time - if it is lower than 1.80. That is where the 2% comes in.
IMO shows that they have some interest in being fair to the retail side of things.
