Typically a monthly payment scheme like this is simply to mitigate risk, for both parties. Nobody wants to pay for everything upfront, and then have a terrible experience with the service, etc. - so they'll break it into iterative milestones 1,2, 3, etc; with payment after each interval is achieved (like software development). I'd really like to see a confirmed PL5 and/or PL6 Success. Immediatly into CR, and just let Infineon get to work; with stated objectives made clear to all stakeholders (including shareholders).
