*IN MY OPINION*
Once the first 20 are up and creating revenue and they are proven to work, i believe that companies and investors will be approaching SAS to fund then next set.
Also there will be some revenue from the first 20, and if you look at the proposed pattern fro the first 20 its quite clever as there will be usable coverage.
