Now lets say for shit & giggles Mr Market thinks on the same lines as SMN Management that the true future value is at a major discount due to previous selling.

$16.93 * 0.50% discount = $8.46 #So $8.46 x number of shares on offer 140,502,384 = $1.19 billion market cap. (Rounded)

So as you can see this is the on going value if and when we get the FAA approval as investors buy now an future expected earnings.
