What this means is that the visit/meeting happened back in March 2016, I double checked the price action back then, the rise from 12c didn't happen until April 2016, which means it wasn't the insiders acting on the March news.
Now they've only announced the MOU now in June, the significance is it must be the result of ongoing discussions since March and it is pretty much a done deal for further collaboration and partnership.
What this means is that the visit/meeting happened back in March...
