If you have too many public servants and processes then the solution is to have more public servants and processes. Or, you don't employ more public servants- you simply move public servants from somewhere else. Honestly, the resources used by government departments to give the impression that they are doing something.
I have a small holding here- bought hopefully somewhere near the bottom. This will need a lot to go right.
