perhaps they really liked the outlook for silica sands, and are diversifying their probabilities of all approvals to get one over the line. But, one would think that there would have to be some roadblocks they have become aware of that are potentially slowing things up with M. Hence a second horse on the track, can keep the stocks progress moving.
