6M x 7% = 420,000

A$1M / 420,000 = $2.38 per person
3 persons = $0.80c (rounded off)
365 x 420,000 households = 153,300,000 bags per year

February highlighted 5% of Nanjing City Households
September highlighted 7% of Nanjing City Households

Perhaps this is calculated closer to 5%?

6M x 5% = 300,000

365 x 300,000 = 109,500,000 bags per year??
