I don't think you are wrong, but shouldn't that be a bigger announcement than a strategic review?The strategic review presumably informs shareholders of what they are intending rather than commiting to any sale or some such.
They couldn't/shouldn't get to the point of divulging information or discussing aquisition or the like without informing the market.
The rest is just speculation.
