A brittle brecciated basalt in a major ductile shear zone = structural complexity and lots of discontinuities. Compare the lode geometry between sections. It's gonna be a nightmare for the average resource geo to establish genuine grade continuity. Poor grade continuity = low geological confidence = Inferred classification.
...and infill drilling has probably revealed more complexity and more discontinuities as the ugly detail emerges and destroys some of the previously assumed continuity. Mixing of high and low grade means that the high grades are smearing into lower grade areas as well, but they won't mind that.
