That is not how capacity factor works. For solar you need to remenber that half the time the sun isn't shining, so already you are at 50%. The capacity factor is the average power produced divided by the rated power, or the actual power produced over a period of time (kWh) divided by the theoretical power. Some solar farms are up to 25%, but 20% is a reasonable average.
The 30% quoted is pure speculation based on virtually nothing other than than some computer modelling, maintenance assumptions, tank testing and enthusiasm.
If the CETO 5 units were rated at 240kW each and worked perfectly all year at their rated capacity they would have produced (3x240x24x365) - 6,307,200 kWh. CETO 5 only produced 12,000kWh over the test period (https://www.carnegiece.com/portfolio/ceto-5-perth-wa/). That is a capacity factor of less than 0.2%.
