MoUs need to be interpreted. They tend to be expressions of good intent and good publicity. In this case, the IORA exists with at least one purpose to establish mutual understanding and cooperation.

(In Perth) “Oh, not another one of those premature crackpot opportunities! We can’t very well say no to a government request. Well, … it is a wonderfully relaxed location for investigation purposes. If we arrange an MoU we can relax on that for years.”
