    approval is for the mine they brought the land for
    local government is responsible for rezoning of land use
    no they didn’t forget to engage local government and as with any local government proposals there has been some opposed to there proposals, some people want there community to stay as it is some want progress just par for the couse as i see it in developing a mine anywhere
