Mining permits coming through this "quickly" in the USA is fairly uncommon. It took 2.5 years for PLL, generally you can expect this to take 5-10 years. I think Keith Phillips would have played some cards in the background. He is super proactive on major broadcasting channels, which helps with the publicity.
It is uncommon for the mining permits to be approved and not the rezoning component.
