Reads like the SPP is pretty much unlimited up to $30k investment per shareholder at $2.10. Why would you not sell at $2.40 and buy back at $2.10?
It just seems logical to me that this is what has suppressed the price temporarily. The price could be expected to bounce back, and hopefully higher than before, as soon as the offer closes.
