No deadline for the mining licence per se but if the DRC bureaucrats have a favourable decision/assessment on the application and officially present it to the appropriate minister then that minister has 30 days to grant the licence or after the 30 days expires the DRC Court will automatically issue the licence
There hasn't been a favourable opinion (yet that I know of ) and the application hasn't been presented to the minister (yet that I know of) so no 30 day clock has yet started
