This is my concern as well. I agree that it is, sometimes, challenging for companies to deal with a risky and unstable country and government.
They may arbitrarily make delays in granting permits and licenses, set excessive bureaucratic barriers, and demand "extra" costs that we do not know. They might want "grease" money or other hidden favors for the exchange of a quick admin process.
This is unusual here, but common in some African countries, just for reducing red tape and hedging against political obstacles.
I wish I am wrong.
