I don't know if you're aware but the banks can basically do whatever they want, all this stuff you go on about with regulators this AML, KYC crap... it's all just for show, it's there to stifle competition not stop the business. This scene basically sums up the situation, Joe Pesci is the banks and Robert Di Nero is the Australian Government/ Regulators.
