My take is that APRA's announcement on being lenient on the capital ratios lessens some of the capital raising risk out of the other 3 majors. It wasn't so much of a risk for CBA as its capital ratio is alot stronger than the other three and has the benefit of capital injections from the recent/pending divestments of the GAM and Insurance businesses. Hence why the share prices of the other 3 reacted better to the announcement than CBA did.
