I'm no expert and I'm sure someone with experience in this field can chime in but why install the gear and just have it sitting idle with risk of damage or other problems that may occur. I doubt the interconnection of all the equipment will take long. The last thing we need is a delay due to damaged equipment/materials.
The program itself states fluid pumping will occur within a month of installation, in the grand scheme of things that's not long at all.
