As to how they they obtain the social media profile I believe they use data scraping if they don't already have they it, but to be honest I don't know.
However It is a simple message requesting a bill be paid, it painted like a nuclear strike with long term repercussions. If the recipient doesn't respond for whatever reason play on and sent them an SMS/email. Hardly bullying and breaching privacy it is social media.
"Your Honour that's right 3 messages were sent to my client via WhatsApp and now my client is externally scarred and has a phobia against his social media and struggles to get up each morning".
Dream on as I said the frequency and time sent would be the determining factor as to whether there was breach's.
