If I remember correctly it is the second reactor, based upon inductive heating which is the design they plan to use for scaling up in the project in Canada etc. It would seem that the design process and construction of the current reactor has already demonstrated to them that it is not suitable for scaling. So really, the current reactor will be used to produce graphite to distribute to interested parties, until the second reactor is installed. So it is the second reactor which is the really important one.
