Commercial readiness is probably defined as one of the milestones in their agreement with ARENA, and would certainly required the Fuel Cell to be working, not just burning off the hydrogen. Remember that initially they were required to have an off-take customer, and when that fell through ARENA agreed to accept using the hydrogen in the Fuel Cell to produce electricity. So they may have warm stacked the reactor, so they can flash it up once the Fuel Cell is ready and tick that final box for ARENA.
