Sorry, I can't agree. This is included in the criteria
"The entire hydrogen production process (including balance of plant) must be from electrolysis and be 100% powered by renewable energy." (my bolding)
How much more prescriptive can you be?
They even go further by eliminating biogas by prescribing a scale that would be beyond any single water treatment or animal waste biogas plant.
We should be grateful that ARENA supported Hazer with a grant originally though.
