They wouldn't submit the PMS plans before getting the positive status report. That said, I assumed they were submitting the plans at the meeting last week, rather than just "discussing" them. No biggie though, another week or two delay until they're formally submitted (and another attempt at a g-up announcement when they're submitted, no doubt), although I'm guessing that means approval this year is looking unlikely, with only 5 weeks until Christmas.
Something to look forward to in the new year.
