Forgive my suspicions, what with this being your first HC post and all, however one could easily make assumptions as to who you are and your motive posting this...
Based on my limited sleuthing - and happy to be proven wrong by someone with more time/motivation to dig deeper - since the Highcom acquisition there have been no further issue of shares to them based on earnout targets being met (that I could find).
I have to assume they simply didn't meet the target and that these shares sold were infact ~15% of the 4 million issued as part of the M&A.
The delay in reporting this sale is typical of the lack of professionalism shown here.
