It's all political.The O'Neill government and PNGSDP have been in loggerheads for the last few years. PNGSDP is a sort of Trust Fund left over from when they held a majority of Ok Tedi before the Govt exapropriared their interests. They held a billion bucks (??) in Singapore Banks out of reach of the Gov (for good reason). The earnings were to be used for the benefit of the locals. Various Court cases and legal wrangling has been going on for years. PNGSDP came on board, and the boss Whylie became a Director of HIG a couple of years ago.
My guess is, and as usual " I know nothing" that it has to do with the manoeuvrings over the various proportions in Freida, and/or getting there money back into the safe haven of Singapore.
