How do we know Cliffs have sold the remaining 12m shares ? This happened last time when J.P Morgan lodged a ceasing to be sub holder notice and a lot of posters incorrectly assumed they had none left until showman enlightened the forum. J.P Morgan continued to dump their entire holding on market - no off market buyer interested then either.

Cliffs have sold 7m shares on market from 8c down to 5c - why couldn't they have found an off market buyer for the whole 19.5m shares ?
