The 2/3 announcement stated holdings of 18,838,314 shares as a "substantial" holder.
The attachment to the 9/3 notice states : purchases 634932 shares, sales 364008 shares, returned 2,511,098 shares.
The net holdings as of 9/3 would be 16,327,216 shares, this is less than 5%, therefore no longer a "substantial" holder.
