If I had to guess given Merchant has done a few tech tie ups with Cicero IAM 1PG lately I'd say perhaps they were lining HOG up for a tech deal of sorts but with the improving Oil price and sentiment in the space combined with far more restrictive and difficult recompliance requirements management decided to stay oil and team up with that other group they've been referring to in the Ann's?
