So he still holds $740,000 worth.

Looks like he sold the absolute bare minimum to put himself just under 5% holding.

He could have sold the lot over the last few days if he wanted to, chose to keep the vast majority of his holding, approx 95% in fact.

Noobs seem to think that Ceasing to be Sub notices means someone has sold all their shares.

It just means that they have sold enough to go under 5%.

I'll give you a tip - large holders sometimes use these ceasing sub notices intentionally to try to spook inexperienced traders & investors like yourself into selling their shares cheaply, so that they can buy back cheaper and in greater quantity.

The fact that he literally sold the bare minimum of stock required to put himself under 5% thus making him eligible to submit the ASX announcement means that this is almost certainly the case here.

So it's actually a bullish signal (that a large, smart holder looks as though he is trying to shake out inexperienced holders so that he can increase his stake in the company)
