Unfortunately this is not true. Under Australian law, it matters whether the company is under external administration, not whether the company's securities are quoted on an exchange. Unlisted companies are tradeable, just not on an exchange. Speedcast International Ltd isn't under external administration at this time (you can search on ASIC.Connect). However, the company did file a notice on 23 April from the US bankruptcy court, which appears to restrict transactions that would result in becoming a substantial holder.
