    Actually no, its the opposite. Think of the large AU mining companies, banks, Telstra etc...they are paying dividends regularly..in fact, its one of the key reasons they are in every Mum n Dad's portfolio in Australia. They pay dividends because they have a surplus of cash...and they expect more every month/qtr...more than they can ever spend just building biz. eg: BHP always needs more billions in developing new mines...and still pays out dividends whenever it can.

    So ZNO mgmt is actually saying with their first dividend = we got lotsa cash coming in + we are already spending where we feel it will add value + reduce complications in biz (3rd party logistics, bottle pipeline, product stockpiles, new US chemical reactor, US biz team, various region sales people, buying out US distribution biz, China online stores and other aspects etc through FY20)...
