It wasn't just dilution but also has been selling down however he didn't need to announce the sell down as it wasn't a 1% change and now with the dilution he is free to sell.

Previously had 52.4M shares back in October 2020 which was the date of the last notice.


Now has 45.9M shares, where did these shares go?



Now that Stephen Silver isn't a substantial holder he won't need to announce any of his sales.... Do a quick google search on him as it sure is interesting reading especially if you look at the FINRA violations (he didn't admit guilt or innocence but paid a fine for both violations) or CLI thread on HC amongst others.
