Definitely possible.
My two-cents, is that it means they can be under the reporting percentage just to play with pips. I feel that if they get to play with 1M shares up down 0.x% might not mean much to us, but if they can shuffle a few a day with parcels either way they get to constantly make margin. Traders will have daily/weekly targets so an extra few thousand here and there makes their quota easier.
