selling at all time lows to reduce your tax bill is IMO a poor reason to sell. If you are going to sell anyway then sure, its a good way to offset the loss. and certainly I wouldn't be celebrating a lower share price to maximise my loss and reduce tax as much as possible. I'm sure that's not what you meant but it did come across that way.
