over valued / under valued is one way to look at it...
Alpha return is another... they may view the long term price metrics of the stock good... but use short lending to generate additional return in short term
Another is that they use (or facilitate the use of) this mechanism to manipulate share prices down (or place price "ceilings" on share price) in order to allow them (or their related parties) time to accumulate and cause other holders to sell out
