State street reducing their position. Keep an eye on the next short data released for CXO and you will likely find that the percentage is reduced. Legal shorting means you have to own the shares you are lending out for short positions and state street is one of the organizations that does it.
Im sure other people will be able to expand on it further if you need it. Also this just means they are under the 5% threshold it doesn't mean they are gone completely.
