Because they have different agendas too.
IMO you try to find the average or middle ground, which is around 24c which is probably accurate for now. Once the decommissioning is finished and the transaction costs are finalised (hopefully as low as possible) this will de-risk us and enable us to be more dependent on operational and gas pricing news. Which are all improving. Therefore their target prices should start to creep higher in the coming months imo.
