is it possible that regal have decided to sell out. Maybe they did not take part in the cap raise and they are happy with selling at these levels. They tend to do whatever they like regardless of what everyone thinks they should. Perhaps they think selling below the cap raise price will allow them to bring in buyers who think it must be a good price... or they think some of the brokers will push it up to protect their clients who paid $17. No idea... just guessing.
