Don't understand your question. Off market trades are usually between trading desks of investment banks and broker houses. If the stock is in halt with the announcement not out yet, then both sides are still trading on equal footing. In any case, both sides know the stock is in halt pending release of key announcement.
We are not talking about trading desks cold calling innocent mum and dad victims to scam them.
